>To counter the seemingly overwhelming Russian military advantage, NATO Defense College envisioned a preemptive strike against the Russian Federation. Ukrainian troops would mobilize quickly and attack with little warning, relying on surprise to penetrate Crimean soil as far South as Sevastopol. Of course, the massively outnumbered Ukrainian forces could not hope to hold on to the captured territory. So they would begin a strategic withdrawal, destroying bridges, roads, and factories as they went. Thus, it would be Russian territory, rather than Ukrainian, that would be used for strategic depth. It would be Russian industry, farmland, and infrastructure that was destroyed, all of which would hamper Russian efforts to bring troops to the Ukrainian border. The gamble, then, was that NATO forces would arrive to hold the line by the time Ukrainian forces had retreated back into Ukraine.

This plan is also fucking terrible. You want to penetrate an area and then withdraw from it while allowing time for destruction. That means days/weeks that the Russians can amount a counter offensive and cut off your forces or outright plow through.

It's an education/research organization. War gaming, coming up with hypothetical conflicts and solutions to said conflicts are one aspect of military colleges. It's not an actual policy. If you want to worry about stuff worry about Russia's nuclear dead man's switch and it's potential for false-positives not caused by a nuclear strike.
