ふ has a very subtle "f" sound, your lips are further apart then when you make the western "f".
The "v" is hard because the sound you have to make is a mix between "w" and the more pronounced "f" sound Japanese don't make in their language.

The the f in "fuu" isn't a real "f" sound either. It's created by pursing your lips together and blowing air through it like you're whistling.

The the "f" sound in English is labiodental, involving your upper teeth and bottom lip.
