For some peoples it is more than the passing resemblance of dark skin and mongoloid features as there was some small amount of population exchange (eg in Guerrero) back when the Philipnes were administered by New Spain and the Nao de China also known as the Acapulco galleon was their main connection to the Spanish Empire.

What you're describing is any poor person trying to make ends meet, it isn't a Mexican or Filipino thing.

It is in the gulf states. What they do is different to the US etc. You arrive there with a visa to work on their gaudy construction projects, then they take your passport so you can't leave the country and don't pay you the full amount until the project is finished. And quite a number of them die through accidents or suicide before it is finished. And of course there isn't any union or recourse for them to go through if they have complaints.

It's a disgusting practice and is modern day slavery. There's an epidemic of sri lankans and pinoys killing themselves over there.

I agree it's a tough call but if the impact of remittances is that large it would have a socila impact then the government needs to work out a deal with those countries and step up consular assistance to prevent abuses.

We have something like 50 consulates in the US to aid Mexicans and have sued their government a number of times on a host of issues.

Well I'm not really an expert, but afaik, their populations are fairly small so they dont have enough labourers (especially ones that will work for shit all), and if they used their own people they'd have to have more stringent (and expensive) safety laws.
