You see, I think it's more complicated than that. I can understand europeans and americans to be annoyed but here in Brazil (and I imagine in other latin american countries), the difference between cents isn't that much.
I've heard about gringos being really confuse when they buy stuff here that is like R$9,99 and they expect 1 cent as change. Thing is, we don't produce 1 cent coins anymore so there's really no way to pay you back. Now add this that coins are really annoying to carry around and most middle-class people nowadays use cards for everything. So this creates an economic problem that we don't use coins as often as developed countries. This means most commercial places will lack change when eventually people use bills to pay instead of cards.

They work differently here though based on what you're saying.

A bakery is just a place they make bread/donuts/other baked goods. People don't usually buy milk or coffee from them, and people congregate to sit down in coffee shops instead.
