Depends where. Iran, for example, had greater secularism under Pahlavi but was arguably still considerably oppressive and he was in fact a poor leader. He managed to piss off the clergy and the land owners, unwillingly giving momentum to Khomeini. Now days, the literacy has sky-rocketed in the region and there are more women in universities and the workforce than before....
Of course there is the regressive forced hijab, religious police etc. so I wouldn't consider that "better" but in some ways the country is better now. Many of ME countries have followed a similar path to Iran, because of an Islamic revival of sorts. But I actually believe the average Iranian has a better life than they would have in the Pahlavi era
