It's because the Soviet Union got the .su domain just 15 months before they collapses, but Russia still owns the domain. So technically, if someone posts from an IP owned by the Russian Institute for Public Networks, they could have a Soviet flag on /int/ today?

Also, apparently the Donetsk People's Republic uses it.
