The language requirement in high schools and universities is well-intended, but it is an absolute farce. The methods of instruction are universally aimed at making students who can pass tests and/or survive for a week as a tourist. It's unfortunate, because if you made them as intense and individualized as they need to be to produce good results, they would be so "difficult" that students would be discouraged and drop the classes after a couple days.
