Depends on the context. It's polite when talking to someone, rude if you stare at them in silence obviously. When walking past someone a second of eye contact and a chin flick or "hello" is considered polite.

I find it hard to maintain full eye contact for more than 5 seconds, because at that point I stop payng attention. I usually look around for a little then maintain eye contact again and then look around some more
