OP here. I was trying to draw similarties between our modern day political situation and the different races. Whites have the highest living conditions and are the most educated people, similiar to the Altmer. I don't think I need to explain Redguards. Dunmer are Japanese because most Dunmer are xenophobic and have/had their own unique religion (Tribunal/Shinto). Natives could be specified to Mesoamericans. Russians are Nords because they're also xenophobic and like to think of themselves as a great empire even though their land is a shithole. Turks are Orsimer because nobody likes them. Bretons are clearly Anglos, High rock is a bunch of "kingdoms forming one nation just like the UK being multiple countries forming one nation. Khajit are obvious.
