Czech Republic is in a much better location than Portugal.

The wealthy part of Europe, the economic center, is a striaght line going from the Netherlands to North Italy along the Rhine.
The closer you are to it, the wealthier you are.
In Spain, the wealthiest regions are those closer to it that border the Pirenees, Aragon, Navarra, Basque Country, Cataluña.
Portugal is in a very peripheral position.
Czech Republic is a neighbour of some of the wealthiest regions of Europe, Austria and Bavaria, Portugal is a neighbour of the poorest, most depopulated regions of Spain.
