The Showa Emperor most likely had to, due to he was in danger of being overthrown completely by the high ranking officials, like the military minister Tojo Hideki.
Emperor Showa might've approved of everything that Hideki and his compatriots suggested Japan would do, but i highly doubt he had much of a choice.
Regardless of which, Emperor Showa is long gone by now, and the imperial family, and hereunder his Majesty the Emperor Akihito, should not be responsible for what their predecessor might or might not've been responsible for themselves.
