Why can't Japanese speak proper English?

I thought it was something in turkish at the first sight
>proper English
>Albania
come to think of it turks are very good at japanese pronunciation, which means they the average ones might be as shitty at english one as japanese.

i usually put in effort even on shitposting to learn shit. i have a policy of doing so or just do even when i want to be lazy and get jaded. but now i just want to be lazy getting away from all that shit
tho its also important to know how youd write/speak shit in a language youve learned when you get worn out af. its often gonna ironically and unrilonically help you to know your unaware flaws like this time. ill leave int in all seriousness btw. while ive had some bothersome troubles doing english in a lazy mood, pretty much everytime i write some shit in english properly, i get called gaijin teacher or weeb and its also sickened me for a long time. one thing i cant buy into on here is somehow russians and french get away with their terrible english. nobody else points it out except sometimes the same flag does. not all but some of them are definitely as shitty as the average japanese posters.
what do those dots above letters even mean?
why do some yuros can't into proper spelling for shit?

They indicate the different ways in which a roman character can be pronounced
"ü" is a totally different sounds to "u"
and so on
It's necessary when there are so many different languages using the same writing system each with unique sounds
