In Europe, I've only been around the South of England and Paris.
Bath has to be the nicest city in the South though it is loaded with tourists (mostly Asian). I still haven't made it to Kent which I'm curious to see for Canterbury. I might be going to Compton, Surrey this weekend for the Watts museum and chapel. The chapel doors are pic-related. England's architecture is underrated probably because few venture out of London.
As for Paris, the Ile de la Cité is quite nice with Notre Dame and that little palace with Saint Sulpice. Versailles is amazing, but there were so many tourists that it was rather unpleasant to visit. I don't necessarily hate tourists per se, but massive crowds make for an unpleasant viewing experience.

I'm getting back to you a bit late. Bear in mind my opinion mostly applies to the South. I've only only been in the Midlands for a weekend in Stratford-upon-Avon, if that even counts. I'm aware of the differences between regions especially when people talk about "up North."

Do I like it: Frankly, yes. Here in the South, the weather isn't as bad as some people make it out to be. Just yesterday we had some clear skies and girls were out in their shorts. I've never had a rude encounter in the six months I've spent here on separate visits. It's God's country outside of London and even London I don't mind that much. I dislike how dense the cities are, but with that said, to get into nature one doesn't need to go very far.
People here are very general and day-to-day conversations seem to be more about exchanging pleasantries than anything particular. Lots of "how are you, my dear?" "Oh, everything is so lovely, so lovely." I like this because it slows things down a bit and is very cozy, however, I miss the sort of debate and sparring that goes on in American conversations about subjects like politics. Nonetheless, I can see why friendships here seem to be longer lasting than they are in the US. If you talk about nothing, there's nothing to lose.

Well, there was some time in between 1945 and 2015. Back then people just needed a place to live, fast and cheap. I mean nearly all buildings where at least damaged.

Granted, I am not as well travelled as some of you might be but I have been around Central Europe/Northwestern Europe quite a bit and for me it is easily Bruges.
Bruges is cosy and clean and comfortable. Even whilst being a tourist trap you can easily find yoursef walking around empty canal streets feeling an intimate visceral connection with the place.I found it remained rather calm and slow-paced even for being such an attraction and this helped with giving me time to appreciate the city. Of course the fact that many of the buildings have been kept as they would have looked hundreds of years ago is a huge boost.
I got engaged on a boat in Bruges (as you do) so this probably colours my opinion as well.

I feel like this is largely true of Walloonie (where I lived) but I found Flanders to be overall more 'put together' apart from Gent and Antwerpen. Well, I think Antwerpen was alright but Gent had construction going on everywhere which obstructed a lot of shots I was trying to take so that was annoying. It's not a very pretty city anyway though.
Brugge was a highlight mostly because my North American ass was happy to find there was only one 'modern' building that I saw the entire time I was there. I can't speak for the actual infrastructure of the town being any good.
Flanders was also muuuuuuuuuch cleaner though. But dude, I distinctly remember going to Amsterdam and that place being just dirty as fuck. I mean, Amsterdam is probably the only city in Europe I would move to tomorrow because the food was really good, the people are fun, and everyone spoke English flawlessly, but there was garbage on the side of the street piled high everywhere. Not so much. There a few bits like that but with the exception of one small area on the edge of the New Town (and just off Princes Street) they're mostly hidden away and obscure and unimposing. It's easily the most beautiful large city in the UK (Bath and Cheltenham also have fine, Georgian, architecture, but are much smaller places).
My favourite capital city must be Budapest, for both Buda and Pest.
Capitals apart, there are quite a few smaller towns in Italy that stand out for me, including Mantova, Orvieto and the Baroque paradise of Lecce.

You need no german language if you are form some special states, like the us.
I'm working in a german immigration office.
People from the usa are allowed to visit german without visa and they can get there permission without problems. We call this people "Positivstaater". It means that people from some friendly States (which usualy made no troubles, like the us, canada, israel australia, newzealand for example, listed in EU-Visakodex, edict of the EU No. 810/2009, annex II) are welcome to visit germany and also welcome to live in germany. Citizens of the USA can take every job here. Some big companys in europe use english as corporate language.
Only for studying you may need some german language. But there are some study path in english too. Visit the websites of german universities.
It might be useful for shopping and its easier to learn then any other european language.
