There's an agricultural production quota, but I'm not sure if that applies to associates too. Probably. It's basically to protect farmers from extra-european agro products because production costs are higher here. Labour and production costs are cheaper in Russia so that would give you an edge in certain manufacturing sectors.

Producing stuff doesn't mean much if you are locked out from international markets, and I don't think Kazakhstan is much of a succulent market.

We have huge internal market. For example lada is most popular car here(their modern models are not bad). But who would buy lada in EU? Same with many other industries and agriculture.
So association is not beneficial for us now. What we export is raw resources and association is not needed for that.
Maybe later we would have some trade agreement. But on better for us conditions that what Ukraine or Moldova signed.
