The southern regions of europe were always the most culturally and technologically developed parts of europe.
After the greeks came the romans,then the byzantines(which were more developed than the Carolingian Empire) and then with the fall of constantinople and the eventual fall of the byzantine empire various remarkable people fled that region and went to italy which promoted and probably kickstarted the renaissance,the start of the age of discoveries kinda helped aswell.
However,religion was a stone in the foot of the scientists and great thinkers and when lutheranism was formed,various scientiest fled to northern europe to have better working conditions.This left southern europe with a brain drain...
And then this process kept getting repeated until today.
Let me make a stand here tho,Finland and Norway were very poor countries that were having huge famine incidents early 20th century
