if I had to wing an answer: MA is extremely post-gentrification. While the term typically only applies to cities, you have to remember the entire eastern half of the state is counted as the greater metro Boston area. Essentially, everything from the North shore to Martha's Vineyard is very wealthy (many exceptions like Brockton, but they are islands in a sea of wealth), allowing them to pour lots of money into education and infrastructure. They have so much money lying around, it is mandatory for a police officer to stand by and monitor construction projects in MA.

They also have a very strong reputation that attracts white collar people.

Cost of living is also extremely high too.
