If you're talking about culture, "north and south" is not a good way to split it, it's much more complex than that (pic related, regional languages). If you're talking about development, of course there is, and it's a big difference, but it's smaller than the divide in USA for instance.

Nowadays, with the european monarchs being largely constitutional and powerless, their chief contribution is prestige. They also give a living conduit for the history and tradition of the nation. They can be a popular and non-divisive figurehead and representative of the country, and thus inspire national pride and patriotism.
An absolute monarchy also has much to offer, assuming a competent ruler.
Southern is better for food&wine, northern is better for labour, and it still doesn't touch Germany, or any decent country.
