It's not about white people having priviledge there it's about native english speakers. If you are from an english speaking country you can get a job as an english teacher there with good working conditions and a good pay and you don't need any qualification except something like an high school degree. This allows for some extreme urbanization.
As oppose to the city being built, suburbs being placed, and then everyone has to wait for the next urbanization plan.
