It's not exactly arbitrary. The mother signed an agreement with the father to have their son circumcised and then later tried to get out of it by refusing to sign the medical consent form for the procedure to be done. When it came before the court, the judge had no choice but to order the mother to uphold her part of the agreement and when she refused, he was forced to hold her in contempt of court. The mother was then taken into custody (jailed) until such time as she was no longer in contempt of court (ie when she signs the consent form).

It's a really bizarre case desu.

It's not in the power of the court to force someone to get a medical procedure unless not doing so poses a danger to other people. If the mother had wanted to, she could have continued to refuse to sign the form and stayed in jail. The son wouldn't have been circumcised in that case.
