They can vote on whether or not they want to be a state, but I think that they prefer not having income tax instead. They get to vote people into the legislative branch to represent PR if i recall correctly

honestly nothing would change for us, it would just change puerto rican's lives. which is why they are the ones that decide whether nor not they want to be a state.
like i said since they are a territory they don't pay any income tax and i think they value that more than statehood.
