France annexed the territory that is now called Belgium during the Napoleonic wars and frenchified the Southern Romance-speaking part of it.

After Napoleon the territory was given to the Netherlands to keep it away from France.

The French really wanted to continue expanding their territory to the East though so they actively supported and funded the Belgian revolution.

Those "revolutionaries" actually used French flags for their movement until France told them to make their own as to not arouse suspicion from the other powers in Europe.

The rest of Europe saw what France was doing though so they agreed to give Belgium independence but only on the condition of strict neutrality so that it could never be annexed by France.

TL;DR Belgium is an artificial entity created by a failed French attempt to regain the territory they had during Napoleons time
