The thing with bavaria is that they are very anti non bavarians and have a very rural culture. While at the same time they have the highest wages and most work + shitloads of high tech. The main reason for that is that they are the winners of ww2. They were always not as industrialised as other (from war destroyed/from communism destroyed) parts of germany (thus the culture). But they actually used the first years after the war to build for the future.

The secret is not being a very major city.

The 'downtown' section is ridiculously small. Very few people actually live in the area. Downtown essentially serves as an area to commute to, which is why you'll see very few people occupying it after 7pm on a weekday.

If you get out of the city center, and start visiting some of the more economically depressed neighborhoods - neighborhoods where people actually live, you'll see the dirt.

That being said, there are really nice neighborhoods as well, obviously, but downtown is just a shell for the city. You can walk through it in like, 20 minutes. Most people live to the North and South of downtown, or are just here for college.
