What are some countries that make high quality television outside America? Not that I'm implying every show America makes is great but generally in most cases quite a number of the best shows with some actually substance and film like direction seem to come from there eg The Wire,Breaking Bad and stuff like that.
Often when I look for good shows in other places in just soap opera tier shit clearly pandering to some sort of demographic.

Nordic Noir. Look it up. Seen some decent series following an Irish or a Scottish policeman but can't recall anything else.
No because no country has as a big as a market like the USA. American shows are seen in the whole world because everyone speaks english and that's why their industry is much bigger and has higher production costs and thus a better quality. Even if there was a german show that would be a hit despite its low production cost, it would still be unknown internationally because no one speaks german.
