I took the exam at 21, but I was probably at that level before. I read my first "real" book in English at 13 (admittedly a simple one, the seventh Harry Potter book) and gradually started reading more complex texts.
By highschool I spoke the language beter than the teacher.

I understand pretty much everything my relatives say, watch Spanish tv shows, can talk baseball with my grandfather, and was able to get around Hialeah no problem as a kid. Don't expect me to be able to put together a coherent, complex argument in Spanish though.
