Ippai Ippai can be different from Ippai in its usage. The typical difference is as follows.
Ippai: to be full
Ippai Ippai: to express that you feel you can't afford to do something because you are busy etc.

I can spare only 1 hour to Japanese every day and I do 20 cards. Tae Kim only when I have extra time to spare.

I fin 10 per day would still be acceptable if you're not in a rush. But bear in mind the perspective starts to get really stretched - you go from 1,5 years to 3 years to finish Core 10k, which covers approximately all Joyo kanji.

I for one would rather have all Core done in 1,5 years and focus the next 1,5 years in grammar/utilizing those words. And mining/adding a few words here and there just to keep things going.

No, I don't believe that is the case because since you are around mostly Japanese people and speakers, your brain is used to Japanese phonetic sounds. The only way you can fix it is by forcing yourself to speak in english to people and listen to english programs for a few long hours of the day. I recommend you to go to italki.com and get an english tutor to speak with or find a meetup group online of english speaker. I would recommend trying to get subs2srs to work. I think intensive listening for phrases of medium length (sentences, rather than paragraphs or words) is incredibly helpful for getting good at listening comprehension.

Most dubbed anime sounds even more awkward, by far, than Anime in Japanese sounds compared to normal Japanese, so I wouldn't really recommend it unless it's the only thing that holds your interest.

It's fine to just use note paper, just keep in mind that your aim is to get every kanji to be roughly the same size no matter how many radicals they have.

Do not delay Core. Do at least 20 words a day. If you have extra time you are free to spend it on RTK or whatever silly shit you want but DO NOT delay Core.

The first 1k words will be used all the time in grammar guides and such, so knowing them will be a huge benefit even if you don't touch native material for a while, because it will make reading tae kim and such that much easier.

Maybe but there's absolutely no reason to use low quality decks when high quality decks exist, and there's no particular reason to base your study around the JLPT until maybe if you are going for N2/N1. If there are JLPT decks with sentences with full native audio that's fine too I guess, but it's easier just to say Core.

Get Western animation shows instead, they have way better quality than dubs and are spoken way more clearer than series/movie stuff (if you're advanced already, disregard this).

My brother went from "videogame-menu-vocabulary" to "actually understands things" after watching 4 seasons of his favorite cartoon that got canceled in Brazil. His only choice was to watch the English version with no subtitles instead.

My favorites, from best to less best: Time Squad, Adventure Time, Invader Zim, Powerpuff Girls, Gravity Falls, Dexter's Lab, Cow and Chicken, Over the Garden Wall, Ed Edd 'n' Eddy. The great thing about these for me (since I already know English) is they rely heavily on dialogue instead of visuals, so I can watch them while I work on my second monitor.

I hope you aren't going to "start" the japan transition after the bachelor's either. I would say once you get your associates and start working towards bachelor's, start making connections and seeing what programs are available, start talking to counselors, making japanese friends, etc.

Remember, as an American you won't have the money to afford a JLS (Japanese Learning School) which is a school designed to prep you for the japanese workforce. Without access to that program you're going to have to put in some footwork on your end to make up for it.

If I were to make a guideplan for a transition like this..

You should probably do a quick reality check, and see if you're actually on the right track. Not that your plan will never succeed, just that it's very, VERY, difficult to do so and you must be prepared for the many hurdles you'll have to jump over just to live comfortably.
