Well Laos is actually pretty relevant in terms of water resources. Laos has a plan to build multiple hydroelectric dams on the Mekong River, thereby becoming "the battery of Asia", and then grow its GDP by selling the energy to neighboring countries.

The problem is, all of these dams will fuck over the downstream countries of Cambodia and Vietnam cause:
1) Cambodia gets much of its protein supply from fish that migrate up the Mekong River to spawn. Dams in the way could lead to these fish becoming extinct.
2) Vietnam grows most of its rice in the Mekong Delta region, and the rice needs silt to grow, which will also be blocked by the dams

Vietnam and Cambodia are basically begging Laos to build less dams or at least build the dams in spots that won't stop fish migrations; and in response, Laos is basically saying "Fuck you I do what I want".
