It's originally a neutral term, not flattery per se, and it's certainly distinct from Spanish guiri even if they may be related in origin, in northern Mexico it means blonde and refers specifically to hair color, which was weird for me being raised there when as a kid I moved to Mexico City and had everyone call me güero, which simply means white in central Mexico.

Some marchantas (market stall saleswomen) and other peoples with similar jobs in central Mexico will call any prospective client güero/a even if they're darker skinned than they are, this is out of some misguided attempt at courtesy (whites had the better standing in colonial society) which sometimes can be slightly jarring when you come from the north, eg I've seen blue eyed blondes call obvious afro-mestizos güero.

There's no real reason to have a country named after Bolivar and I do think Peru and Bolivia would be better off uniting as a single nation heir to the Inca. Unfortunately they've been separated so long they probably don't regard each other as close kin anymore. It's a simple case of social inertia.

They really would be better off IMHO and it would in fact solve Bolivia's sea access problem.

Bolivians are 110% amerindians, for some reason manage to keep their accents even after a generation and end up making their own farms and verdulerias.

On the other hand, they both avoid taxes and flood public systems and subsidizations
