Japan has more cars per capita than many European nations, even though it is more densely-populated. Japan encourages car ownership by building high-rise garages in crowded areas. Why doesn't Europe do this as much?

Because European policies try to discourage car ownership and push public transportation, not the other way around. Pretty sure for environmentaL and health reasons mostly.

This is a satellite view of Tokyo Disney. You can see the enormous parking lots surrounding the facility. Large surface lots are surprisingly common in Japan, in more suburban areas not typically seen by tourists (Tokyo Disney is an exception, of course).
Same reason they don't have skyscrapers, because they never had an opportunity to start over with their infrastructure
There are too many cars here and so few parking spaces. I hope they tear down a bunch of old buildings and make parking towers So sick of illegal parkings everywhere.
One interesting feature of Japanese parking lots is that parking spaces are often marked on all four sides, rather than merely 2 or 3.
Also, it is much more common in Japan to back into your parking space, giving you a "head-first" exit when you depart.
We also tend to have a lot of underground parkings in Geneva (pop density of 1,700/km2 or 4,400/sq mi), but we do also have some mildly high-rise garages like pic related.
Because we like our cities the way they are. We also don't live in overpopulated cities so public transport isn't a nightmare.

Japan has lots of public transit.
Cars = for countryside trips, for trips to shopping plazas, etc. Public transit = trips to work; transportation when you're drunk, etc.
Each tool has its own purpose.
In Japan, 40% of cars for none-business using are small type.
Many Japanese use a railroad train when they goes to far place.
Car is to go for shopping in weekend.

Why would you want to encourage car ownership. When the average car has 1.2 people in it, is inefficient and creates congestion.
