It's called a double u because it's a double u. The letter didn't exist in the latin alphabet and normally isn't used in romance languages. Germanics using the latin alphabet had to improvise when writing in their own language instead of latin, so for a sound that the latin alphabet couldn't represent well, they doubled letters. Double s, double u (v), etc.
