I wouldn't stay in Germany if I don't speak German though. You'll run into too many problems because not everyone speaks a foreign language well enough to communicate fluently.

If the first is true, everybody in Serbia understand Croatian (younger people English too , so English would be third), only ethnic Albanians from Kosovo understand Albanian, just like Hungarian.

yes, that is the case for many students in Irish Republic's schools (including myself). I cannot hold a conversation in irish gaelic, but if I hear it I can pick up a few words or catch a sense of what is being spoken about.
(Ordinary level all the way through secondary school, I never hoped to do high level.)
I'm not ashamed because I'm not romantic about my nationality.

Till 21 July 1933 a decree of the Bureau of the Central Committee of the Communist Party of the BSSR was published which stated the end of the work on the Belarusian language reform.
