It's a lot of shit, honestly. I'd like to believe the American education system isn't this bad (and getting worse) because of the ruling elite trying to keep everyone as dumb as a box of rocks so they can do whatever without worry of repercussion and it's just misguided teachers who believe that dumbing down things like math to the point of teaching it incorrectly will make the dumb children feel less bad about being improperly taught.
There's also a lot of cities who blow their money on really stupid shit they don't actually need to save a bit of money 20years down the line; or high end officials using funding that could go to bettering schools on increasing their property value by improving the areas around where they live.
