I don't know about other countries but Italy is still pretty darwinistic in that welfare is quite scarce and the state doesn't baby sit you but rather try and drain you as much as it can.
This effectively means that being close to your family is a great safety net where the state doesn't protect you.

I think this is the same reason, in part at least, why corruption is so high, people are very keen to fuck over the state if it benefits them and/or their family.
In more individualistic societies where the state babysits the individual more, the latter has less reasons to betray the state.
