Europeans were facing massive amounts of credit card fraud. US had other sorts of crime (drugs, gangs, etc.) but didn't have major crime problems with credit cards like the Europeans did. The europees had to change to a new way of reading credit cards (chips) instead of swipe-able magnetic strips. Americans didn't adopt this form of credit cards because credit card crime wasn't as much of a problem in the US.

Although they were late to adopt, the US does use chips now too.

Bills are either paid online, or via direct withdrawl, and purchases are made using a debit card. I get pissed at the few places that still require me to use chip ans pin, most use tap and go, it takes less than a second.

Bills are paid with cheque too because what if something happens and you don't have enough in your account the exact moment they decide to withdraw? Sometimes it can happen.
Nobody I've ever met uses the tap, what's the point? Just hand them your cash, it's better because you can see how much money you have and get change back for laundry or the bus

People do use cash, but card is the most common I think. As for bills, most adults can balance an account and the money is there when it needs to be. I haven't paid rent in a long time but I used cash, it seems like direct withdrawl would be common among landlords now.
