They only paint buildings in the center of the city. They have doubled the area of population pf the city in the last decade, I think they don't bother renovating old houses when there are like the same amount of new ones are built every year.

I think that's the main problem with Russia. It's not like you live in India-tier slums, you have electricity, hot and cold water, heating, and sturdy buildings. It's just that your communities lack the social cohesion to renovate/paint the old buildings and maintain good landscaping.
