That site has some good pointers. Basically, learn for meaning, then meaning of the radicals, then sound, because that's the order of usefulness.

Take a really difficult kanji, for example, like 腐, which means "rotten" or "spoiled". If you know the meanings of its constituent radicals ("广" means cliff or cave, "肉" means meat, and "付" means "attached"), you can begin to dope out what it might mean FAR better than if you had just started memorizing that "肉" meant the "にく" sound, because not only would you have NO idea how to decipher "rotten", you might even forget what "にく" means in English!

As for how to memorize them, flashcards, ANKI decks, all that fun stuff.

Given what GHQ did, I am surprised I am not murdered by a mob of angry Japanese every time I set foot in Tokyo. We fucked their culture up so bad it took fucking decades to stabilize. We neutered their free press up until the late '90s, altered their family structure; if it weren't for us suddenly needing them for Korea, their culture would have never recovered.

To give some perspective, you used to read horizontal Japanese right to left. We literally forced them to change the way their language was written, and if we had just 5 more years, we would have BANNED KANA. We were about to force them to use romaji for everything.

Thank God for the Korean War, because that singlehandedly gave MacArthur the ability to begin restoring Japan's culture.

To be honest, America could have done a lot more if they wanted to and westernization was a thing since the Meiji restoration that japan chose to adopt and adapt.

There's an argument that the biggest change in Japanese culture in recent years is actually happening right now, as otaku stuff assumes more of a central role in Japan's identity and its rigid work structure begins to adapt to new practices and technologies.
