2. In general yes it is considered shameful and embarrassing. The older you get the more shameful it becomes. Also depends completely on the type of anime. If a 28 year old is watching cowboy bebop most people wouldn't care. If a 28 year old is watching Love Live then most will think he's a creepy weird guy.
3. My brother knows but that's it. And I only told him because he's 10 times the weeb that I am. Would never tell anyone else, there is no reason to.

Some of my family knows I watch anime and I just had my father watch the first couple episodes of Code Geass with me. He likes it so far.
