Some people say that Yugoslavia would not have fallen apart in 1991, if it was formed in 1871, like Germany, instead of 1918.

Do Germans still feel a strong attachment to medieval kingdoms? I know Bavarians feel strongly about Bavaria and giving monies to Prussians, but what about the rest, like Saxony?

Yugoslavia could have survived the 90s if the following criteria were met:

Still, Its impact may still be felt by the gorillion of local dialelects and subdialects besides city-tongues (Only the most strongest will survive the dead of the old people) and a very wide array of different and local festivals and rites/traditions besides our State being a federacy-republic with the old borders and names being used for parting the regions and subregions so not completely centralised like the french with their provinces.

Concerning saxony and east germany in general, a much stronger factor of Division is that the DDR kept them in a cultural Vacuum for some decades among other things.

Not in west germany, most kingdoms were relatively small and irelevant here. We do learn very little about the cities we live in, so we do talk about the topic, but it's not a big topic like in Bavaria for example.

Post-soviet yugoslavia was far more of a russian friend than a potential american ally.

On top of that , the fall of yugoslavia meant the whole balkans was in the hands on the americans , including the whole western black sea . A yugo-romanian alliance was discussed at multiple points in the past . With russia holding moldova as a trading bargain , it could've become a pro-russian block with romania,yugoslavia and bulgaria . With the backing of russia,it was sustainable. With yugoslavia gone , our only lgitimate option left was nato . Bulgaria at that points would've been between a defeated serbia , a nato romania and a nato greece so their only chance was nato as well.

That's why the americans made sure the craiova group was at most a loose friendship and never a real alliance/group .

It's officially supported but it is also rooted in German history and culture. Germany is very decentralised for a large country, I think it has more relevant cities than any country in Europe. I could give like twenty German cities just off the top of my head but couldn't tell you more than three in France or Russia without having to think about it.
