I think you can't generalize an entire country based on your personal experiences.
I went to the USA and people were generally not mean to me, but they didn't really want to socialize with me either. They were just kind of neutral i guess.
I'm aware that this is because of my personality, i'm a socially awkward autist, and i have difficulties making friends even in my home country, so of course it wouldn't be different abroad.

That being said, attitude does change with race. Sometimes i felt like the black cashiers at fast food places or in grocery stores were always super friendly and chatty with other black people, but as soon as a white person talked to them, they went quiet and kept it professional.
Maybe you are mistaking "not going out of your way to make small talk" for "treating someone like shit"?

Actually happened like 10 minutes ago

I had a great time when I visited from Hawaii. I'm kinda dark from swimming and Okinawan ethnically, so I didn't know what if that'd be a stigma or me being paranoid. Everything was so neat and orderly and everyone was pretty nice and accommodating. I especially loved all of the aquariums and the nature when I got out of the city. Food was great as well, a lot better than the Japanese food at home. Albeit, I missed the clean ocean water and the humidity was awful. I'd love to visit again though.
