What can I use to make this kind of smooth animation? I see there is live2d and emote but they are focused on faces, what if for example I want to make smooth animated wings? Is there another tool like these, that uses a "mesh" you can deform and make the images overlap smoothly into different frames?

I'm not sure but I think they used Adobe after effects

It's After Effects
Thanks!

After effects as others have said, but probably also Spine, so you might wanna look into that too.
poppy is so cute

after effects'll get the job done just fine if all you wanna make is videos/gifs but if you're workin on anything interactive like a game then spine is definitely what you wanna look into for 2d animation rigs as suggested by this anon

>tfw computor too shitty to run after effects
Just study from life

It's the way they don't redraw things and just edit it to move. Lighting and shit stays the same and creates an odd feeling.

yeah, they remind me of furry porn

Definitely. But you know what? I think I found a way To make smooth animations rendered as much as these without looking like à still drawing with moving parts!!
months ago i do a post similar, i research like for 2 months and a pretty good furry artist give me a private tutorial about animations. there are a lot of ways aside from aftter effects.
for example Spine
