Think about what you want to draw for a long time if it doesn't come to you fast.
Also, don't rely on these "spark of creativity", they won't come when you want them to come.

If you're artcocked, create a character. What's their goal, what keeps them going, what are their flaws, where do they come from, etc.
You get these ideas by, like >>3130716 said, stealing from everybody. Go and explore, see what others have created. Don't feel ashamed that you can't come up with everything by yourself.
Then make another character that has a relation with the first one. Do the same for them.
Now, create a whole cast of characters.
You've now made a project with some level of creativity.

If you don't want to make characters, you can do this with other items.
Weapons, locations, mythology, cultures, you name it.

Also, get out of the house once in a while, seeing a different entourage helps you clear out your mind.

TL;DR: Creativity rarely comes with ease. You have to shit it out with motivation. Motivation only comes when you know what you're doing, so go and search art or pictures that you like and create a product from that. Leave the house once in a while.
