Depends on your budget, but I'd recommend a pen tablet for starters. Huion has some good ones.
As for the display itself, you can get a laptop with a VGA port and attach an external monitor to it, that's what I do and it's pretty comfy.
Thinkpad T series have some older reliable laptops at laughable prices.

A display/screen tablet is a tablet with screen that you draw directly on. Just google wacom cintiq.
They are super pricey and the posture is pretty awkward, 'cause you have to hunch over them.
A pen tablet is what's under the girl's right arm in OP pic, eg. huion new 1060 plus or XP-pen star 06.
Those two are very good btw.
About your calculations - you can get a ballpoint pen, a pencil, a fineliner, a stack of A4 papers and a piece of cardboard as an underlay and get to drawing, all under $20.
That's what I'd actually recommend if you're starting out. Digital art isn't suitable for learning the foundation.
As for when you do want to draw digitally, no. Seriously, if a new tablet is under $70, I'd strongly recommend avoiding it. It could be size S, no support or straight up scam.
