Why does it surprise you they are using photoshop, especially for background paintings? Photoshop is the industry standard for that sort of thing. The only reason to ever use something like clip studio is for drawing, but considering they animate with pencil on paper, they don't need it. Or they do use it for the final lines, who knows.

Not for individuals but by for companies that can happen.
The secret is none of them are drawing. They're photo editing in the case of that background artist, adding filters and little imprecise details, or they're tracing and coloring in the case of the clean up artists and colorists. All of the actual drawing is done on paper and then imported into a digital format where it's edited using this marginal equipment. When you're playing a bit part on a team of hundreds something like that may be sufficient depending on the role you're playing. However if you're looking to turn your room into a one-man studio than getting something better for yourself is a good idea.
