How do you learn good design?

It's easy in comparison to learn how to draw and paint technically, but how does one acquire an appealing visual language and a good sense for design? Where do these philosophies come from top concept artists seem to share? Is it written down somewhere?
It's just such a mystery to me.

If you have access to those, the Brainstorm videos by John Park are a pretty good starting point. He talks a lot about things like

The first step is to figure out WHAT you like.

You're likely naturally drawn to certain styles and aesthetics, and probably have a few favorite artists already.
Immerse yourself in art to refine your taste. People will tell you to make studies, but just LOOKING at good art every day is extremely important. I'll go so far as to say that looking/consuming/admiring/ art is equally important to making studies. Refining taste takes time. Years, even.

The second step is figuring out WHY you like it.
Here is where studies come in. Analyze the art you like from every conceivable angle. Find out what tools your favorite artists use and read everything you can find about them to see where they're coming from.
Copy their art, do master studies.

Check out the CtrlPaint design videos, they're a great intro to the fundamentals.
