Then you draw a guidlines based on shovel's properties.
Then you slap Pit™ certified lips and cartoony style nose and eyes with excessive ammount of thickness
Add some detail and remove the shovel!

It's just Loomis with adjusted proportions. If you guys want more in depth info give his head and hands book a look, it goes over all of this step by step and tells you what type of proportions to set up. Then you can get a bunch of this guys work, open it up in photoshop and just draw over all of it to understand how he does his proportions or how he tweaks the loomis method to get his style.
