If you mean the bare design and not the actual method of drawing clothes then i think simple observation is best. Google images and results works perfectly fine.
Break down what you see and try to find the things that make it distinct. Pay attention to where the parts are sown together and see them as distinct parts, imagine mixing and matching parts
If you want to design shit thats not just more of the same then look at obscure/non western cultures. Persian, medieval Russian, Scythian, whatever the fuck. Modern high fashion has some wacky stuff too that might create inspiration.

At the moment I'm using rhythm and contrast in design. If something is tight it should be followed by something loose, if it is bland it should be followed by something flamboyant.

I also found this PDF on the subject but it's somewhat of a difficult read. Still, I was able to pull a bit of information out of it.
I use references at the moment but I want to get better at fantasy design,the last bit of your post addresses that pretty well though.
