Are we supposed to create poses from memory or is it ok to rely on references?
You sketch out the poses that you think is good for your piece and if you can't flesh it our quite right, then use references.

If you are really really good and already have a good mental library, you`ll do it from your mind naturally
Until then, use references
Learn to construct the figure with basic 3D objects so you can construct any pose from any angle

It's both.
You should be inspired by references and what you see in real life. Being able to draw poses imaginatively means you can recreate fleeting moments, and also push them to their extremes or manipulate them to better suit your purpose.

This
I used to just draw my characters on top of poses I copied from reference and they always looked bad.
When I started sketching BEFORE looking for reference when I need it they got way better.

Why not both?

If you cant do it from memory then you have studying to do. Using references is studying. You need to get the point where you can do it without a reference because you wont always have the ref you need.

How old are you?
I suggest you research the methods of whatever professional artists you look up to.
I can almost 100% guarantee you that almost every single one of them used reference. There is literally nothing wrong with it.
Yes, there are some god tier artists who can do amazing work without reference, but even among professionals they are a small minority. It's not a skill level you need to reach to become a pro.
