That's a very cool idea, I could totally see it being an app. It would actually not be that difficult to do.
Tilt Brush is a cool toy, but I think Blocks (http://store.steampowered.com/app/533970/Blocks_by_Google/) is closer to a useable tool
I could quickly do a rough blocking in with this and import it to something like blender or zbrush for refinement
Picrelated is something I made. It's shit but you get the idea. It was cool laying on back on the floor and bolt greebles to the underside of the ship like some motherfucking space mechanic.

On one hand, the ability to freely design 3D things in a 3D space is fucking incredible. The idea of being able to make random rough sketches the same way you can in 2D is a really fucking big deal.
But on the other hand, most of the main advantages of being able to see how your work would look in a 3D space mostly come, well, in 3D spaces like VR.

i used tilt brush a few times and its really not that cool. its novel but the stuff that can be done with it at this point is limited and there is no audience for it.

Which is faster, pulling three different arrows to get the shit where you want it to be, versus just moving it there in one motion

Access to VR for both producers and consumers seems like the biggest obstacle. Even just viewing VR drawings is a hassle. When the technology becomes a lot more commonplace, there'll definitely be a boom.
But for now, I can only see studios using it where the end goal is not the VR drawing but using it to design and develop 3D assets that will be polished the regular way.
