What can I use to make this kind of animation?
I know the artist just makes "one" illustration with separate layers (she uses clipstudio to paint), but what exactly is used to make the tiddies bounce like that?

looking at that i have a feeling it's done it a terribly time consuming approximation of the way people usually do it, which is in after effects, there's a good tutorial on it actually, on youtube, i can't remember what they call the effect though. perhaps look up the guy who does it for riot games, i remember he's a helpful guy.

You can also achieve a similar effect with software like dragonbones.
There's two major resources used for this specific type. The more majorly used and streamlined is E-mote ( http://emote.mtwo.co.jp/ ) which you can check dlsite games yourself for how much its use is over live2d. It's somewhat overcome live2d in the recent years because of it's accessibility and features. Both can easily import psd files and whatnot, but E-mote has become the main favorite of amateurs for reasons which you can look into yourself if you're serious about it.
