It's decorative, but more like graphic design than art that deserves to be on display at a gallery.
It basically looks like something you'd see while installing a new version of Windows, or at the top of a webpage alongside pictures of smiling, multicultural office workers.

To be fair, the artists he is talking about in the video would reject the art in the OP because it's trying to be pretty. They kind of got rid of the idea of beauty many years ago so they have to put even less effort in it. They absolutely REEEEE at abstract paintings that look kind of neat.
