Obviously, do not give him a single cent more. And about the money: try to find out if suing him will be more costly than regarding the $300 a loss. It might be less costly to see it as a valuable life lesson, and just keep poking him until he gets off his lazy butt.

A. Did you have a contract? Do you have anything that lays out what the artist was going to do, and a time frame?
B. You have every legal right to take him to small claims court, and ask for the original deposit back. He has no standing to keep your money, if he hasn't even started.
C. The only response to the loan request is "Go fuck yourself". He obviously thinks you're weak, and a sucker. This is business, it's not personal, tell him to return the money, or complete the ORIGINAL commission within a specific time frame, or you will sue him.
D. Never do business with this person again.

Get your money back, anon. He has no legal grounds to keep it. Again, this is business, not personal. That it's art changes nothing - he's had 6 months to complete a job he's been paid for - he's either incapable of delivering a finished product, or you got scammed. The law is on your side, not his, and no judge would rule against you, you've been more than generous with the amount of time you've waited.
In the future, when handing money over, have a contract in place, that specifies what they're doing, how long it will take, and when you can still get refunded if no work is started. And, only give half. This is standard stuff - if they refuse, they're not worth doing business with.

Thats not how paypal works.

Warn him that you are going to file a paypal dispute, or have your bank charge back if he doesn't come through with your commission. If he still doesn't get it done within the time frame, proceed with the charge back.

This is what happens when people take on commissions and don't follow through. You do not fuck with other people's money, and then not expect them to fuck with yours. So tired of these online commissioners taking commissions, and then just fucking disappearing, or leading you on.
